tattoo shops in wisconsin

Any tattoo shops in Wisconsin or northern Illinois that will give a 16 year old a tattoo with parent consent?

I know of some great tattoo parlors but none of them give tattoos to 16 years olds, even with parent consent. Anyone else know any in Southern Wisconsin or Northern Illinois?
I've wanted this tattoo since I was 12. It means a lot to me and my family.

a sixteen year old with a tattoo will shortly be a 19, 20, 21, 22, 23 year old who wishes they didn't have a tattoo
